Apologies to the APL and to readers for the poor reproduction of Rosalind Connor’s letter. This is due to the shortcomings of my PDF reading rather than a failure of the APL to correctly format their response!

    It seems to me that the concerns raised in this response are of sufficient magnitude that the Regulator should step back and completely revise their proposals. Reading this raised in my mind the question: was this ignorance of, or disregard for the law as it stands = or perhaps some mixture of those?
