    Is not a closed DB scheme a form of Tontine, where the surplus on wind-up returns to the Employer?
    Of course it ceases to be a Tontine if it is open to new members!

    That’s when it becomes a CDC scheme! I think we are used to closing private DB schemes to a point where we forget they can stay open indefinitely. I am told the task of winding up a CDC scheme is troubling the DWP to a point that we still haven’t seen the legislation for the multi-employer (non Royal Mail) type (are they legislating a tontine?). We don’t of course worry about the issue with DC master trusts.
